This talk investigates the use of Program Theory (Useful Theories of Change), Behavioral Science, and cybersecurity incident response industry frameworks to create a more effective model of impact evaluation of cybersecurity capacity building interventions. The research focuses on the creation of an intervention typology, and the use of the SIM3 model, the COM-B disaggregation of behavioural science, and the FIRST Service Delivery Framework, to create a logical, standardised, scalable way of evaluating the impact of different CCB interventions.
Phil Sheriff is a PhD researcher at the Royal Holloway University London. After graduating from Oxford University with a degree in physics, he spent 7 years in the British Army, then 20 years working as both a British and Australian diplomat in Latin America, the Balkans, Asia, South East Asia and the Pacific. For the last 5 years he has been involved in evaluation of global CCB programmes and projects. He holds an MSc in Information Security, and an MA in International Relations.
