This document is intended to be a self-contained description of how we create and update the scores in the scorecard, including the tradeoffs that we make to produce the scores, for three internet infrastructure components: routing, open services, and DNS. There is no single number that fully captures a person’s health; the same is true of the numbers we present here. Many of them are aspects of Cyber Public Health, and together they may paint a picture. That picture is enhanced by time series information (the indicators going up or down with time) and by comparison between countries, and Internet entities within each country.
